Add support for custom path to watch database

Currently hardcoded to `$HOME/dotfiles/not_quite_dotfiles/watches`. 

I'll implement this if anyone asks for it but I'm not going to do it if there's nobody to use it.

CLI option will be fine since people can make an alias:

```
alias wd="watch_drift --db_path <path>"
```
