Support Referenced Libraries

Starting from TwinCAT 4026, referenced libraries are supported. Twinpack has to detect and flag them in the config. The difference is that they are added with embracing "[]" in the plcproj

Actually supported, references libraries get [ ] around the package name, Twinpack correctly treats them as system references
