Make an particular item undraggable

From the list, I want a particular item to be undruggable. I have tried is-disabled but it is not working in my case because I think it works only with as-sortable not with as-sortable-item.

My code:

<ul class="cards card-list" as-sortable="page.options" ng-model="page.positions[s._id]">
      <li  class="card" ng-repeat="p in page'" as-sortable-item is-disabled="p.GDPR" >{{p}}</li>
</ul>

It is not working when is-disabled condition is true.
