empty bar at top with "New container" icon

I'm using Firefox 95. After following the installation instructions, I still have a mostly empty bar at the top of the window contains a "plus" icon related to the container feature.

I tried the "Customize Toolbars..." option, but that feature doesn't seem to open now.
