PR apache#11778 with changes for main branch (apache#11781)

* systemvmtemplate: Bump Debian version to 12.12.0

* systemvmtemplate: bump version to 4.22

This bumps the systemvmtemplate version to 4.22 for use with the
main/4.22 branch.
