PR 설명
Wall API를 Mold에 연동하여 경고 규칙 조회/제어, 사일런스, 배너 알림을 통합했습니다. 백엔드는 플러그인(wall-alerts)으로 Wall Ruler/Rules/Alertmanager API를 프록시하고, 프런트는 UI에 경고 배너와 모달을 추가했습니다.
