Have you went through the tutorial in https://github.com/akashin/HSE_AI_Labs/blob/master/Lab_4/README.md? At which point things break? Note, that the project was tested on UE 4.13, so there might be some incompatibilities that you'll need to fix. I would recommend starting from scratch and making sure you can make https://github.com/20tab/UnrealEnginePython working in your local setup first.
