Add anti-capitalist software license v-1.4

Add anti-capitalist license rule1, rule2, rule3 and rule4

These rules are the anti-capitalist software license v.1.0, v.1.1, v.1.2
and v.1.3 text.
Since these versions have been expired so added in rule for the current version i.e v.1.4.
