Add Deutsche Bahn Inner Source License (DBISL)

I would like to propose to add Deutsche Bahn's Inner Source license to the tool, e.g. inside src/licensedcode/data/licenses/.

The license itself is public and licensed under CC-BY-4.0. As the name tells, it's an Inner Source license so not a lot of code will be found in the wild, but it's being used a lot inside Deutsche Bahn which itself is a huge organisation.

If you agree, I can create a PR. But as a preview, this is probably how it may look like:

The published version of the license contains some placeholders for internal organizations, so the license used internally may look different. I understand that there are some keys to ignore this stuff, so this may be adapted.

new license LicenseRef-scancode-dbisl-1.0 created in DejaCode, both enterprise and public. I think that it is actually Copyleft Limited, not Commercial. I included the following Reference Notes with the license to illustrate that:

Please note that as said there might be several parts in the license that are placeholders, at least in the public version:

• Line starting with _Fachautoren:, there are often internal email addresses of these people, not GitHub handles
• [Entscheidungsgremium] is an internal board whose name isn't relevant for the public version of the license

Regarding Commercial vs. Copyleft Limited, I am not sure about your definitions. Happy to help with evaluating the license with regard to your schema.
