CRAVEX-Docs: Update documentation system for consistency and perform tooling updates

Update the documentation build system to ensure consistent setup across all AboutCode projects. Plan is to also update the system to utilize the latest versions of the tools in use. By standardizing the build process, we can streamline documentation generation and maintenance, making it easier for contributors to work across different projects.

The work for this consists in:

• update the skeleton with the latest setup
• propagate the the skeleton on each repo of interest
• publish the latest docs and work out the quirks
