Add "filter" for rejected drafts in apps screen

This feature should work similarly to the "filters" for rejected and published updates. There should be a single Material chip which is disabled by default, thus hiding rejected drafts by default. When the chip is enabled, rejected drafts should be shown in addition to the others.
