Missing GameProperties Settings in Python

VONDisableUI, VONDIsableDirectSpeechUI and VONCanTransmitCrossFaction are not exposed as environment variables via launch.py. As such, they cannot be adjusted via docker_compose.

In deployments where docker_generated.json is the otherwise ideal configuration (mod updates, etc), it is beneficial to be able to customize these settings using the environment instead.
