Add maintenance mode #39
Description
A maintenance mode should be added.
The bot must :
- Do nothing for all users and respond only to the owner commands
- Record the Ids of people performing bot commands and notify them when maintenance is complete
- Include an option to stop writing to the database (and close access to it) so that the file can be modified.
Bonus :
- Change his presence and have a DND status
