Github actions runner failed to register

Following Guidelines on setting up self hosted runner using PAT and everything looks fine until I spin runner.yaml
and getting this error:

It can even connect to specific url and on UI: I see "Last used within the last week" against respected token. also I can get response from [api/v3/user] using same token with username,

I would like to know how to debug this issue further? which docker container and/or logs will have more details?

For more info: using EKS cluster and cert manager too.
