Need for ClusterRoleBindings

Hi Guys- I wanted to get some understanding on why we need ClusterRoleBindings when trying to deploy the ARC using Helm.
We have our clusters spun up using Rancher and within a Project we can have multiple namespaces that share the same level of access. Since we can have the ARC and the deployments share the same project, is there still a need to have ClusterRoleBindings? Is there way we can override this need?
