Runner registration failed in org

Hello,

I'm trying to configure ARC v0.25.2 Kubectl Deployment on my on-prem kubernetes and start to configure with personal repo and it's running perfectly with PAT or GitHub app authentication.
But when i try to do the same for repo that is part of my org oddly i have 404 error.

Then when i try to configure runner for global org i got 403 error

I've try both PAT and GitHub app authentication with recommended right or full right enable and got the same result.

	1 - Personal	2 - Org repo	3 - Org
A - PAT	✅	❌ - 404	❌ - 403
B - PAT w/ full right	NA	❌ - 404	❌ - 403
C - GitHub App	✅	❌ - 404	❌ - 403
D - GitHub App w/ full right	NA	❌ - 404	❌ - 403

My org is part of GHEC and i have only admin right on my org. Does ARC need PAT with enterprise right even if i only want to configure with one org ?
