runner not able to update registration token

Hello ,

Scenario :

• Using my github personal account and a public repository inside it. Using Github App as authorization middleware.
• Hosted actions-runner-controller on Azure Kubernetes Service

Issue: Post request from runner to get new registration token fails with 401
