Possible to keep one extra runner pod running?

I was wondering whether it would be possible to always keep one extra runner pod available for future jobs? So that future jobs can be started instantly, instead of waiting for a new runner pod to be ready?
Also it would be nice if that extra runner pod is available only during certain hours (e.g. work hours).
