HMR for popup

**Is your feature request related to a problem? Please describe.**
When I use the live reload for the popup. It gives a ERR_FILE_NOT_FOUND error on the reload. I need to click the popup again to see the changes.

**Describe the solution you'd like**
I would like that the popup stays open on reload without the ERR_FILE_NOT_FOUND error.
