Add ability to resubmit tasks for which results haven't been received yet

This might be tricky since the job ID thing can only take a range. may require lots of individual jobs being submitted.

this can probably be implemented by submitting a single new request with a smaller number of jobs (one for each not-yet-received result). somehow need to map the results that will be received from that job back into the original results table, however.
