How do we deal with failed imports that have overwritten installed plugins?

The specific case that an plugin import fails during install (possibly while the CLI is executing) and triggers a failed import.

We will have plugin files either partially or fully imported that will impact other courses in the system.

With big operations perhaps we could sandbox them and do a dry run and only attempt if the dry run succeeds?

@chris-steele do you know of a reasonable way we'd be able to do that? It would need to cover DB + file operations (assets, content, framework plugins)

Adding this to icebox for now, as this isn't an issue we've seen in production.
