Add hard-limit for framework version #142

Feature description
Add a framework property to the adapt-authoring.json file which allows us to provide a major version number (e.g. 5, 6), and use this value to restrict certain framework actions like installing and updating.
This fits in the adapt-authoring.json file, as it should not be user configurable as the code in this repository is designed to work with a specific major version of the adapt_framework (at time of writing: 5), and will require a new breaking change to this repository to support future versions.
