docs: remove Google Cloud Run references and clarify local FastAPI setup

- Update Google Cloud Run documentation to reflect not being used
- Remove Google Cloud environment variables from frontend config
- Update main README to show current local FastAPI architecture
- Clarify that ML backend runs locally, not on Google Cloud
- Update frontend README with correct backend setup instructions
- Remove references to Google Cloud Run deployment
