No config.yml & How to activate this theme?

I followed the instructions in the wiki page, but the steps there seemed not clear to me. I executed all the steps in the getting started section, but then how should I do to activate this theme, and start this theme? I did not find any places mentioning the activation method. Should I manually create a file called config.yml, and then add theme: ["PaperMod"] to it? Since I did't find an existing config.yml after the setup, I am very confused after following the instructions...

I may be wrong, but it works for me using hugo.yaml instead.

When I downloaded hugo as well as this theme, I was given a hugo.toml file and was able to use it instead of the config file.
