Public not being properly rendered but server is?

I tested this with just the sample config.yml settings as described in Installation and upon calling hugo -D the website wont render properly.

Is there something im doing incorrect, I get similar results with my own edited config.yml even though it looks fine when running with the hugo server.

As discussed in this thread this was due to an error on my part when trying to verify that everything worked locally. A proper web server is needed to verify.
