[Loc] Retry if HTML upload to GLaaS failed

If the task in GLaaS has been created successfully, but the consecutive upload of the source file(s) fails, then the project is in a non-recoverable state.
Should there be a retry button? Or is copy project and retry in a fresh project the better / preferable route?
