New Features - Spectrum CSS Led (Ideal)

React Spectrum notifies Design/Spectrum CSS of upcoming new work
- Design generates issue for Spectrum CSS
- Spectrum CSS creates a prototype (as needed).
- Spectrum CSS completes CSS work with embedded tokens.
  - Spectrum DNA released with updated tokens in coordination when possible.
- Design review
- Spectrum CSS released.

New Features - React Led

React Spectrum works on Spectrum CSS fork
PR to Spectrum CSS:
- Automating pr from V3 master to Spectrum CSS
- Manual pull-requests
Spectrum CSS updated with DNA tokens.
- Spectrum DNA released with updated tokens in coordination when possible.
Design review.
Spectrum CSS released.

V3 Work

Gather work on V3 branch and in the V3 milestone.
The current master will become V2 bugfix branch.
Completed V3 work merged to Master for release
Bugfixes in V2 that should also apply to V3 will be merge to V3 branch first, the master for V3 release

Bug Fixes

Issues filed, added to V3 Milestone.
V2 bugs are secondary priority, will be handled on V2 branch
