rstart attribute of polar scans assumed to be zero #172
Description
The rstart attribute indicates the range (km) of the start of the first range bin in the dataset. vol2bird assumes rstart is always zero. So far we haven't encountered radars in EU where rstart is nonzero, but we should implement this to be safe.
