JDK25 is advertised on the website but cannot be downloaded

Describe the bug
There are download buttons on the website for JDK25 that do not work, because the builds have not yet been released.

To Reproduce
Steps to reproduce the behaviour:

1. Go to https://adoptium.net/en-GB/temurin/releases?version=25&os=any&arch=any
2. Click on the download buttons for Windows or MacOS
3. See no build being downloaded.

Also, the "Download Temurin" button on the home page doesn't work, which (I presume) is also because we're encouraging users to download a build that hasn't been released yet.

Expected behaviour
These links should work, or should not be there.

I think we shouldn't encourage anyone to download JDKx builds until there are jdkx builds to download.

This is happening mid-JDK25 release, and may be connected to these:

• API advertises version 25 which is not available from the site nor dockerhub #354

@adamfarley I am unable to reproduce this issue!!

The issue went away once all the relevant platforms had a JDK to download.

So the links are fine. They just don't link to anything until we've released on those platforms.

This issue is to cover the edge case where Adoptium.net sees that one platform has been released, and assumes that several platforms have been released.

It's a brief problem, but it happens around release time, so I think it's serious enough to warrant an issue.

When the first platform is released, it assumes the other platforms are available and the template is loaded.
