Investigate Windows Build Docker Image Size

The current windows docker image size is fairly large 51Gb, whereas previously the image was around 25Gb

Initial comparison of installs between layout and non layout suggest that both installs are around the same size..

Both layout and download of VS 2022 buildtools leave the same amount of files on a machine..

c:\program files(x86)\visual studio\   = 17Gb
c:\program files(x86)\Visual studio 14.0 = 2.23Gb
c:\program files(x86)\windows kits = 5.2Gb

The non layout based install is leaving around 7Gb of package installation cache, due to the --no-cache flag being missing from the install, I'll test a fix for this as it should be a quick win.

One potential idea, is to reduce the size of the VS2022 components being installed to a minimum set..

This does not work, misssing various compiler components.

The --nocache flag, reduces the docker build image size to c23Gb, and this change will be included in the next push of the windows docker build images.
