Build and test capacity labels - build_jdkX test_jdkX

The objective of this issue is to label all of our existing machines in jenkins with build_jdkX and test_jdkX depending on their ability to build and test certain JDKs. This is so at any point we are able to view how many machines we have available to build and test a certain jdk version

Debatable whether we need to start applying such labels universally I think there's only two scenarios where we can't build on any availablemachine for a given platform. It's a bit of an overhead nad "label creep" to be adding new ones for each JDK release IMHO:

• Linux/x64 where pre-21 versions won't run on CentOS6/RHEL6 which already has its own capability-specific label
• AIX where it's dependent on the xlC compiler/runtime that's available.
