For reproducible builds on rhel/centos s390x & ppc64le machines need jq

@steelhead31 (and @Haroon-Khel) - assuming you installed it manually today, was the absence of it due to it not being in all the playbooks, or because AWX hasn't been redeploying successfully?

I did do it manually today, and it is in the playbooks.. so there are 3 different issues to resolve here..

rhel7 has no subscription, and our rosi subscription doesnt cover rhel7..
rhel8 worked off the bat, so Im guessing this isnt getting hit by awx
the centos7 machines had the old mirrorlist repo addresses, and I need to check the playbooks fix those, and again, if thats already present, we need to see what awx is omitting

There is a bigger implication here. That's what we use for the build container images. The ROSI subscription appears to have allowed them to be created in August last year but if that's no longer working then we'll need to look at moving the build environment to a different distribution.

Similar for the devkit. It presumably won't be able to download the RPMs if it doesn't have a subscription (We may have them cached on one of the machines though) which would potentially prevent us from rebuilding that and we need to look for a solution (Using a similar Fedora version might be an option, but there may be other issues with that if there is a explicitdesire to have it reproducible with RHEL packages).

I am "somewhat surprised" if anything has changed between August 2025 and now though, as I'm not aware of any support dates for RHEL7 which would have expired in that timeframe.

@sxa yes, I think something has changed on the ROSI side... as I now have to create an activation key to use subscription-manager.. I'll double check, but when creating the activation key, rhel 7 isnt obviously listed / listed at all.. RHEL8.1 is the earliest listed release.
