Screen flash not working?

I enabled the Screen flash (A visual notification for silent environments) setting, but I don't see any difference in notifications compared to before I enabled it. How exactly does it work?

You should see the main screen background animate behind the "Session complete" screen but for that you should have the app in the foreground.

@adrcotfas, my system background is solid black. In Goodtime, the Dark theme is selected and Dynamic Color is enabled. Is this the problem?

If so, this is a UX & Usability issue. Perhaps the wording of the setting should be changed slightly to make its behavior more predictable.
