Feat: Add conditional step to run dep submission to support Repo Rulesets workflows

If you have a submisison along with .github/workflows/dependency-review.yml this will cause some potential race conditions. The best way to address this would be to have a template to allow user to opt into a submission integration run before the dependency review check is executed.
