Support v3/v4 of artifact-upload in Actions/workflows - switch for GHEC/GHES

[aegilops]

actions/artifact-upload v3 is deprecated, but v4 is not supported on GHES.

We need to support both, so we need to have either comments or conditionals to switch between them dynamically.
