[Issue] Failure to Open for Version 3.9 after Windows Update

After the manadatory update KB5074109 recently, version 3.9 was failed to open while 3.8 still available.
Would there be any crash by the Windows update?

I don't think it has to do with that KB. It's being detected by the antivirus as malicious: Trojan:Win32/Wacatac.B!ml

It's flagged in virustotal as well.
