Offer "build new collector" from in-use packages #5

This capability would help end users improve safety and stability by auto-generating a new collector manifest file from only the currently used components (those coimponents referenced in pipelines.
For example, Imagine a user spins up the contrib distribution of the OTEL collector. As we know, the contrib distro contains hundreds of components. But imagine the user only uses a handful. This is OK for testing, but best practices state that you build your own distro.
So, how do we help get the user to their self-build collector as quickly as possible? Add a button which says "build a new collector from the currently used components".
This button would generated a manifest.yaml file which the user can then use with OCB.
