SpecialSourceMP does not support <scope>system</scope> dependencies properly

the code block in this if statement causes an error saying the dependency cannot be resolved when there is a <scope>system</scope> dependency with a custom directory.

Using <useProjectDependencies>false</useProjectDependencies> removes the error.
