Decide how to support batch operations

We have a permission for Batch update section assignments for content which could be used with the Actions / Views Bulk Operations system. But that could create hundreds of actions, which is likely a UX problem.

Where would I add this bulk assignation form control to a view. Can't find that for the life of me.
