What is bermuda_global_total_device_count reflecting?

What is the purpose of the bermuda_global_total_device_count entity? It seems very noisy (new value every couple of minutes) and given it's a total, why does it go up and down so often (I'm guessing it goes to zero when I have restarted HA). I'm not concerned about the number of records, just want to understand what it represents.
