Submission cancel button enhancements

#210 only gets so far. Need to revisit and alter the function of the cancel button after:

• UGRC admin interface - overview #171 and County rep page - overview #172 are implement
• the review process is in place

As cancel exists now, it does not protect from the user submitting, downloading a completed record sheet without the draft watermark (which was a known situation), then canceling/deleting the submission.
