Add accessible pdf disclaimer

Description

When a PLSS Point is selected on the map, a sidebar appears on the left hand side displaying information regard the selected point. At the top of the side bar, below the "Monument Records" header, text needs to be added letting the user know how they can obtain an accessible copy of that Monument Record pdf.

Business Rules

• The text should read:
  This site serves as a repository for County Monument Record Sheets. While copies are available here for reference, the County remains the official steward and custodian of the monument records. An accessible version of the Monument Record Sheet may be obtained directly from the County or by sending a request to ugrc-plss-administrators@utah.gov.
• The text should only appear if the selected PLSS Point has pdfs available to download.

I added this to FY26 Q4 Sprint 1, but if there is capacity to work on it during FY26 Q3, we can move it.
