Project centroids toggle changes when zooming, even when locked

Steps to replicate:

1. Choose a random project (in this case, Project 4235). Zoom in a bit, but only enough where just the centroid remains visible.
2. I click the "Project centroids" toggle to display the project feature. The text below the toggle now says Displaying all project features.
3. I click Lock choice, and the lock icon shows as locked, and the toggle is now read-only.
4. I start zooming in and own on the map. If you zoom in or out further enough, the toggle will switch, although it remains read only. The project feature is still displayed, even if it switches to Displaying project centroids.

Since the toggle is "locked" I'm assuming it shouldn't be switching back and forth?
