Road to 3.1

@agronholm I've move some of the issues marked for 3.1 to the backlog. I left what I think is important and feasible to be included inside 3.1. BTW, this is 3.1 and not 3.0.x as we've introduced new functionality in the form of the --engine-arg CLI argument.

Again, I can't re-release as I don't have full access to the repo, and can't tamper with tags. So, I just removed all the crap from the GH release and simply put the stuff from CHANGELOG.rst overthere
