add networkpolicy subproject maintainers

I think @mattfenwick @knabben @rikatz @jayunit100 would all be happy to help maintain this repo with you !
We work in upstream sig-network's network policy subproject. I believe matt is actually already a commiter on this repo .

Let us know what steps are next, and/or wether possibly merging in with kubernetes.io docs is an option.

Is this something we still want to persue ? I'm keeping an eye on the repo and i help review requests and triage issues.
