Feature - Uninterruptible speaker | tts will finish if it has started speaking

Cloned ai-ng and would like to improve the UI / conversation-experience:

Updated the vad function call here to offer uninterruptible-tts, once the ai starts speaking it will continue until it finishes.

This aids dialogue-fluency a little.
