👌 Add pseudopotential archives as GitHub assets

During a recent discussion on the aiida-quantumespresso repo, @unkcpz made the very reasonable suggestion to include pseudopotential files in the repo somewhere (he mentioned GitHub Artifacts, but I can only find "workflow artifacts" and I'm not sure that's what we want?).

Now I have more time, and I ran into another download issue, I want to look into this. I think adding the archives as release assets might be a viable solution?

Comments welcome, I just wanted to keep track of the idea now that I remembered I hadn't opened an issue for it.
