Rate limit the uploading of assets #661
Description
We should have a configurable limit to the number of assets any one user can upload per a specific time period.
You could consider setting this per asset type, but generally assets should not be uploaded in bulk because it would congest the review pipeline. For large migrations of data we already have the design of connectors which can bypass the reviewing process.
