Implement CSVDecoder declarative component

So, we have this PR: airbytehq/airbyte#47131 — and we need to dust it off and get this merged in.

It's probably pretty involved to work, but it already has some great feedback from Artem Inzhyyants (@artem1205) on it.

Putting this issue so I can assign this to a community dev to evaluate how they would work through it. I'll assing, I know someone interested.

Upd: well robots did it, but then Maxime Carbonneau-Leclerc (@maxi297) got excited and rewrited the thing after the robots.
