Confirmation on "Airbyte will not re-export data after it has been synced" for lookback window set to 0

Simple question, but I'm not sure whom to ask to be honest.
The documentation for Stripe integration says:

Leaving the Lookback Window at its default value of 0 means Airbyte will not re-export data after it has been synced.

So say a Charge is synced but then later on (couple of days later), that same Charge is disputed (so updated).
Will that Charge be re-exported because it was updated or because that Charge was synced before it won't show up anymore if we have a lookback set to 0?
